Nah, that’s common practice. I used to do it all the time. Kind of enjoyed the feel of it.
The thing with doing that is, you’re passing current just through your tongue. In the case of the multimeter, he was passing it through his torax (including his heart). It’s very low, but still enough to provoke an arrythmia (I think that was what was described in the article). Had he just punctured two fingers in his right hand, he would have got off with a minor tingling sensation.

I saw a stand-up act by Jon Stewart once whence he described licking 9V batteries as a child.
I tried it, your tongue gets all buzzy and feels like it has pins and needles.
But I’ve only held it for less than a second. Had I held it more, I guess I would have been dead.
